They specialize in water design, water permitting and alternative water resources, stormwater design and modeling, hydraulic modeling, utility coordination and relocation, as well as FDOT utility administration.
Robert Beltran, P.E., BCEE
Robert brings a wealth of knowledge and experience to the HSC Team. He has over 22 years of design, water permitting and alternative water resource experience helping clients resolve water related issues. Previously, he was the Executive Director of the Southwest Florida Water Management District. He brings a list of critical contacts at the District as well of the Florida Department of Environmental Protection (FDEP), the Florida Department of Transportation as well as other Water Management Districts. He has vast knowledge of regulatory matters as well as a keen understanding of technical design issues. He is a premier water supply and state regulation expert.
Devan Henderson, P.E.
Devan is a Project Manager and Project Engineer with over 8 years of experience with projects in master planning, water treatment process and design, permitting, and construction services. She is also experienced in Client Management, acting as client liaison responsible for developing and maintaining relationships as well as communications for all projects between the firm and the client. Ms. Henderson has worked on a variety of projects in for various municipalities to help provide engineering support for master plans and alternative water supply initiatives.
Mike Pekkala, P.E.
Mike is an environmental engineer with more than 35 years of experience in the fields of water, wastewater and stormwater engineering. His experience includes a variety of study, design and construction projects. Representative projects include design of wastewater treatment plants, water treatment plants, wastewater and water pumping stations, industrial pretreatment facilities, water and wastewater feasibility studies and master plans, water transmission and distribution systems, wastewater collection systems, water wells, water supply systems, cost opinions, water and sewer rate studies, and value engineering studies.
Robert Beltran, Sr.
Bob has more than 30 years of extensive experience in all phases of the construction field including expertise in electrical power, lighting and controls as they are applicable to industrial, utilities and commercial projects. His work history includes direct field supervision for electrical projects such as Wastewater Treatment Plants, Sulfuric and Phosphoric Processing Plants, Mining and Storage Facilities, Resort Hotels and Shopping Centers.
Matt O'Connor, P.E.
Matt is an environmental engineer with 19 years of experience in developing high quality, well-designed water management systems for wastewater, water and stormwater facilities, including new facilities and retrofitting existing treatment systems. His experience encompasses design project management and construction management. Additional expertise includes green infrastructure, hydraulic modeling and construction management. Matt has extensive experience with water, wastewater, Stormwater and solid waste projects.
Scott Ethier, P.E.
Scott has over 18 years of engineering experience in hydrologic and hydraulic modeling, watershed management planning, utility master planning, stormwater management system design, and permitting. He has extensive experience in the development and update of watershed management plans for Hillsborough County and SWFWMD. Over the past six years Scott has been providing engineering support for alternative water supply initiatives, water use permitting, hydraulic modeling of potable water distribution and wastewater collection systems, and utility master planning. He is an expert in GIS database creation and management and provides GIS analysis services to support water resources projects.
Scott Justice, MBA
Scott is responsible for program management and business development for HSC. He has been involved in professional project and contract management in telecommunications, construction services and engineering for more than 20 years. He has served with as contracts manager on a large Community Investment Program (CIP) management team and was instrumental in efficiency and accountably to the Program. He has 12 years of experience in contract and controls management, contract negotiation, scope development, scheduling, pricing analysis, change control and process improvement.
Khalid is an expert in developing and analyzing open channel models, and design storm drainage channels and culverts. He has developed and calibrated wet network models. He has provided support for master planning and population and demand forecasting. He has also provided and has exceptional technical expertise with spatial data analysis and GIS mapping.
Margie works with our designers to solve complex permitting and compliance issues. She has over 35 years of regulatory and permitting experience focused in Water Use Permitting (WUP) issues, regulatory compliance and water pumpage and water level monitoring. Ms. Hagin specialized in WUP compliance and Condition Data compliance as a leader within the Southwest Florida Water Management District (SWFWMD). She is an expert on Florida water compliance regulations and SWFWMD rules.
Amy has served municipal and private sector clients with the same focus HSC prides itself on delivering; providing our clients solutions to their specific needs. Her project history includes assisting clients in regulatory compliance and experience with watershed restoration. Amy served as the project lead for applied water resources project planning, pollutant load calculations, and BMP retrofit alternatives, all which typically involve multiple modeling components. Additionally, she has experience conducting public meetings related to the development and implementation of watershed plans and experience in rule development and funding programs.
Jerrold is the Special Projects Manager for HSC, specializing in utility coordination and relocation. He has extensive utility and transportation expertise on roadway/interstate projects for the Florida Department of Transportation (FDOT). He coordinated all types of projects for FDOT ranging from simple resurfacing projects to major federal aid interstate design-build projects on I-4 & I-75 that involves more than $10 million of utility reimbursement by FDOT.
