Firm Overview & Philosophy
The employees of this Certified Disadvantaged Business Enterprise (DBE) have been involved with a number of design or relocation coordination efforts throughout Polk County and District 1. Our goal in these projects is to provide value to our clients by creating practical, feasible and economical solutions for all parties.
In addition to the principal, HSC has several employees that have worked with the District 1 Utility Coordination office over the last 30 years. Two key team members are Jerrold Whitt and Virgil Caballero, P.E., who provide extensive experience in utility coordination and negotiation. Our utility engineering/coordination staff includes former FDOT district utility engineers and coordinators who continue to develop policies, procedures, practices and agreements in use by the FDOT today.
As a certified DBE firm, the HSC team is ready to provide our prime contractors and ultimately our shared client, HSC’s extensive FDOT experience, the best value and mission success with all of our projects. We are dedicated to provide the highest level of customer service from initial planning to on-site management of customer and subcontractor activities. Robert
Beltran, P.E. has a history of working with firms that pride
themselves on the service and value they provide to the FDOT. This
unique experience helps him understand how to adjust quickly to the
needs of the FDOT to deliver products and services on time,
technically competent and within budget.
Mr. Beltran has worked in the utility business, specifically in
Florida, for over 15 years. He understands the importance of Utility
Coordination to a successful roadway project. His experience working
for both local utilities and FDOT throughout his career provides an
inside knowledge on both sides of the relocation process and allows
him to provide winning solutions for all parties.
Mr. Beltran will serve as the prime client contact and leads HSC’s
team of professionals specializing in utility coordination and the
design of water and wastewater infrastructure. He has significant
experience in master planning, design, project management,
construction management and resident engineering water and
wastewater pipelines.
Mr. Jerrold Whitt
is the Special Projects Manager for HSC. His specialty is in utility
coordination and relocation. His experience includes a thorough
knowledge of all aspects of FDOT, Federal Highway Administration
(FHWA) and American Association of State Highway Transportation
Officials (ASHTO) standards, policies and procedures as well as the
FDOT Plans Production Process (PPM). He has 35 years of extensive
utility and transportation expertise on roadway and interstate
projects for the FDOT. He has coordinated projects for FDOT ranging
from simple resurfacing to major federal aid interstate design-build
projects on I-4 & I-75. These budgets have involved more than $10
million of utility reimbursement by FDOT.
He works on site at the FDOT, District 1 office and has served as
deputy district utilities administrator (assistant department head)
for FDOT’s district utilities department. He also worked in the
utilities/railroad, district office utilities, traffic operations,
location survey, and soil survey departments.
Mr. Whitt serves on the utility construction, forms, and utility
users guide task teams. He helped develop and write an all-inclusive
guide on how the District Utilities offices performed clearing
utilities for FDOT’s road construction projects while serving on the
utility users guide task team. He trains in-house staff on utilities
coordination, new and current laws, policies and procedures.

As
Senior Engineer with HSC, Mr. Virgil Caballero, P.E. brings a wealth
of engineering experience in public and private sectors. He brings
more than 30 years of experience with specific expertise in
utilities and will serve as the Utility Coordination Manager for
this project.
His experience includes a thorough knowledge of all aspects of FDOT,
FHWA and ASHTO standards, policies and procedures as well as the
FDOT PPM. He has extensive experience identifying and coordinating
underground utilities relocation as utilities coordinator for
various roadway projects in several Polk County, Florida
municipalities and the FDOT District 1 utility department.
Mr. Caballero worked closely with various utility companies to
ensure that utility adjustment work is complete prior to the start
of roadway improvements. He worked closely with the FDOT district
utility office and developed a “how to” guide on the utility work
schedule. He is also involved with management, planning, design and
construction of water and wastewater utilities.
Mr. Mike
Azzarella, P.E. has served as a Project Manager/Utility Coordinator
on various projects over the last 8 years of a 22 year engineering
career. While performing utility coordination duties he was
responsible for the coordination of utility relocation and
construction sequencing. In addition, Mr. Azzarella worked closely
with the utility companies to insure that utility work scheduled
prior to the start of construction was complete as scheduled and did
not conflict with road construction.
